What does it mean when it says an offer "cannot be incentivized"? I assume it has something to do with attaching something else of a lesser value, as incentive for someone to sign up (quasi-arbitrage???). For instance, "sign up for this great offer and we'll give you 3 free lollipops!" (When your payout for the lead is actually 5 free lollipops) Am I too far off? Someone have a real world example to clarify for me? Or am I dead nuts with the lollipop example?

Ya you've got the jist of it.

Unless Ive been way off for the last few years its like the 'free ipod' sites you used to see everywhere. Fill out these offers and get a free ipod (cash,ps3,xbox,gift card).

how about when u make a product and give it to them for free if they do free a sign-up offer? would this count as being "incentivized"?

I think when they say no search traffic it means no PPC? Perhaps no PPC on specific terms in some cases? Not 100% certain on this, but pretty sure...

Thanks for the I think, I thought the same, but now I don't feel like a total idiot. I had seen an offer that might fit with what the traffic I got on a legit site of mine, but it had those rules.
