Adsense targetted ads, not specific enough!

Hey all, a quick question Ive never really thought about before:
I have an adsense block displaying on one of my niche websites, the issue is its an extremely specific niche. Think, a specific service, in a specific city. There is high competition on the keywords I target so there should be no shortage of advertisers, the website is extremely targeted towards the keywords, however the ad block displays broad ads. (Page title, bolded keywords, meta keywords, actual quality content, etc)

The ads are in the right niche, however arent really specific to the city. Is there a way I can really encourage google to display my exact niches ads in the block displayed? There is 4.5k exact searches for the keyword I target, so there should definetly be ads.

Adsense's targeting isn't all it's cracked up to be. In this situation I'd definitely look at other revenue streams; specifically, the providers of said service in your city.
 
find the top advertisers in your niche advertising with Google. contact them and go direct.

Yes, still high traffic. its 4.4k searches for the exact term, too. I know for a fact there are ads for the term, when I google the term it appears with the ads I would like to be displaying on my site

Apologies for the double post but it wont let me edit my previous one. The above I posted has not really effected the problem at all. However I came across a point I had previously not considered

AdSense will target ads in the appropriate language to your content. In addition, Google ads are geotargeted to your visitor's location.

I do not live in the city that the niche is based in, and the publishers of the ads may have selected to only display the ads in their relevant city (Would make sense) and as a result I cant see them. Will report back.
 
If your site is new, Google can take upto a few months for them to trust your site before they give you the quality ads
