Did you do all of the following (sorry if you have responded to some of this already, just trying to figure out what exactly gave you away) :
Get a new IP for your home computer
Get new billing information
Get a new server IP
Clear cookies, cache, etc
Where you trying to advertise the same exact landing page as before ?
Did you have any other Google software running on your computer when setting up the account? (toolbar, chrome, etc)
How did you get the new IP? Did you use a proxy or did you a public IP (from Starbucks or something like that) ? Was the IP address in the same country as your billing information?
Working with AdWords can be a pain, but they have the traffic

. All you can do is figure out how they caught you, fix that problem, and give it another try .
