Affiliate rights? Legal action agains program?

Hi there,
I am hoping someone can help me out. I did promote an event for an organisation for about 6 month. There were two goals for affiliate to reach. The event was free, but further courses did cost, from theses costs 10% did go to the affiliates. The second incentive was to get a certain number of people to the event, this was counted by feedback forms which were filled out by the attendees. The event was now 4 weeks ago and I can see the sales in my account, but no attendees (which filled out the feedback forms). By from the past and by the number of people I got to sign up I am fairly confident that I reached the number of attendees. My suspicion is now that the organisation dos not want to payout affiliates. So far the organisation keeps on telling me that the number of attendees is still generated. However I have some suspicion about that that theses counts are precise. My question now is, if I am correct and the counts are wrong are there legal actions I can take against this organisation. Theses were in their terms and conditions, however nothing was said of how the number of attendees will be generated (in this case : feedback forms). I know of many attendees through personal contact, who filled out feedback form, so if the numbers are out, I can see who was counted and who not, and I am sure there will be lots who filled out the forms and who are not counted, hence the organisation saves itself a affiliate-payot.
The Headquater of the organisation is in the USA, however I promoted the UK arm of the organisation. It is a quite big organisation, very professionally run, so one can assume everything should be smooth and clear.

Could someone please advice what can be done (The marketing effort is quite subsential so I am planning on taken theses steps). PLease do not think just because I can not be sure yet that this will not be the case (I hope I am wrong) but I have justified reasons to think so.

How much are you willing to spend on a lawyer?

Hell, I don't even touch stuff that can't give me live data on conversions.
 
I have full access on conversions, however the feedback forms are manually put into the system by the employees of the company (tracking of conversions (sales) and sign up works fine)...I just dont trust them when the punch it manually (hence I want to controll it by double checking it with my information on who filled out feedback forms. But then its my word against theirs.....
I am not willing to spend alot... however it would be worth it....maybe....
I hope that helps to clarify the issue...please advice if or if not there are rights for affiliate......

Either way, its unlikely anything will happen without a lawyer. Good luck, because unlike affiliate marketing they cost money perfomance or not.
