Tracking202 is good. It has a lot of features that really help especially if you do a lot of traditional PPC. Has Offers is another solution that works well for you if you don't mind spending a little money. The included features (geo targeting and etc) make it worth the extra money but it doesn't have the same PPC focused tools T202 has.
Bevo Media also has a solution a lot of people use. Its worth checking out too.

I think OP means tools to manage offers from an advertiser perspective (that's the way it reads anyways).
CPS or CPA? Try looking at directTrack (Direct Response Technologies) or a semi-managed solution like linkshare / linkshare lightning.
