I seems have found only overall setting where I can allow it for all pages or not to

In Settings - Discussion (These settings may be overridden for individual articles.)

But where to override that ?( For example for contact us, privacy, TOS, about us, etc. )

It's on the page itself. If it's not showing, it's because it's hidden by default. Press the top "tool tip" tab (or whatever it's called) to make it show.

Can't find it anywhere on the page (any) itself, nor see it in any help tab.

I deleted the "Hello Dolly" stupid plugin, but can't believe it was there, so no.

Akismet ? I have basic free version and it have option just to block spam not to off comments on some pages/posts.

Damn, so simple thing so damn hard!

Allow people to post comments on new articles:

but it seems it works only for future/new articles and will not work on old ones

  • Go to the editor for the page(s) you want to change
  • Click Screen Options tab at the top of the screen, beside help tab.
  • Make sure Discussion checkbox is checked
  • In Discussion section, uncheck the allow comments box

Also there is Disable Comments plugin, you can just bulk disable comments on all pages, theme regardless.

.

Yes, yes, used simply edit in your case and it wasn't there

Another thing with plugin All In One Seo Pack you can set home page title, descr, keywords separately, but let's say you are using default theme like 2015 one and there is no real homepage at all and then you either create new posts or new pages, so for what is that setting ? Where I can put that home page ?
