because the programs themselves are running ppc campaigns and don't want the competition from affiliates.
 
If I was the program, I would rather my affiliates take over all the paid spots promoting my offers than them sending the traffic to my competitors.

that doesnt make sense
because I'm still going to compete with the campaigns except I'll send the traffic through my landing pages instead of sending it directly to them
