I've discovered that those days (~12 jan 2009) google has reopened AdWords to U.K. gambling mainly because they realise what money loss they are facing and because yahoo uk has done the same.

They are very specific about how, when and who uses adwords to promote casino related. As far I could understand from googleing this subject is that G Adwords will now allow gambling-affiliated companies without a UK gaming licence to bid on AdWords.
Not really sure about where should your site be registered and/or hosted (UK, US or any other country) and if you have a US AdWords account could you make a casino campaign targeting UK customers only?

This is what G Adwords tells us

Advertising for the promotion of online gambling websites is not permitted to target locations outside Great Britain (England, Scotland, and Wales). Ads for online gambling will not be displayed in other countries.
Online gambling includes, but is not limited to, the following:
* sports books and sports betting
* lotteries
* bingo
* poker
* sites that provide tips, odds, and handicapping
* software facilitating online casinos and gambling
* gambling tutoring online
* gambling-related eBooks
* ‘play for fun’ gambling or casino games of skill including sites where the primary purpose is ‘play for fun’ gambling
* affiliate sites with the primary purpose of driving traffic to online gambling sites
Advertising online gambling in Great Britain (England, Scotland, and Wales)
Google AdWords allows online gambling advertisements to target Great Britain (England, Scotland, or Wales) as long as the advertiser is registered with the Gambling Commission and provides a valid operating license number. Advertisers based outside the UK and within the European Economic Area who wish to target online gambling ads to England, Scotland, or Wales must be licensed to advertise online gambling in their respective country.

Browsing through my aff products I found that online casinos offer huge payouts but with a reason - they'r really hard to promote.

My final Q is what is the best way to promote outside us online casinos besides adwords and/or what exactly are the rules that apply if you promote on adwords.

One ideea I don't like would be to promote "how to win casino" guides, and after the free subscription send them promotional emails with online casinos.

Do you have a license? No.

"Source" has expanded on the news that Google UK has relaxed its bidding policies on Adwords (see previous "Source" reports). The media news publication reports that the new policy allows gambling-affiliated companies without a UK gaming licence to bid on AdWords.
Google opened up the Adword bidding to gambling companies last October, but only applied the ruling to those companies that had a valid UK gaming licence.
The search giant has now liberated its policies further, and will now allow any company, subject to approval, that has a valid connection with gaming or gambling to run Google AdWords campaigns, NMA explains. This will apply to third-parties such as affiliates without a licence that drive traffic to gambling sites or betting odds comparison sites.
...but this is the only post I've found that specifically say "without a licence"

If this is true and "source" is not the usual "unnamed friend" who likes stirring up shit... then its great news.. but be ready to pay through the nose for bids, probably along the lines actual banks used to (or still do) pay for debt, mortgage and loan bids ($20+)

I've tried to post the "source" link but I guess my post wasn't approved - so the source was the 5th result on G for "google adwords casino". Anyway .. if there is someone else who has any kind of information regarding this I'd me more than pleased to hear it.
@Angel of Wealth - we will always find a way to make it through the big fishes - that's why we're here ... and remember the payout is huge ... up to $200/signup.
