I sent this guy my order to the email that he said above but he is claiming that the order was not recieved this is the second time this has happened the first time I will admit that i didnt send the payment first only the details but this time I sent the paynment first

I received your payment but not your order details (i.e. urls/kw's) which was what I was waiting for, I told you this via PM. I've refunded you for this order, which is a measly $7.

I also noticed when I sent him my details all my prtevious links just vanished and my site dropped out of the rankings is this gut legtimate or what!? or a scammer and is he trying to sabotage sites?
