People are shaped by their surroundings and what primary figures in their lives teach them. This applies to racist tendencies and life goals.
If I had been born on the south side of Chicago I'm sure I'd be a chiraq savage. A smarter savage but a savage none the less.
I was however born to a middle class family of means, had both parents growing up and am the exact opposite of a savage.
People who are racist have generally encountered a lot of the former and not very much of the latter. People excel within the confines of their imagination. If they cant imagine something better then wont strive for it.
i.e Kids in the hood are starving but see drug dealers flashing money, eating well and driving nice cars so they aim to be drug dealers not doctors. Enter more human waste that is the focal point for racists.
