It seems that Google is actually removing any +1′s that were not given from the original site. For example if your site is “myspace.com” and you got a +1 from “youlikehits.com” then your +1′s will probably be removed today.

That's why we never adopted google+1 by automated way through third party websites. manual google+1 rocks.
 
Can you verify that this service is still available and that it was not effected by the change you mentioned for on page vs off page plus 1?

Lastly, can you spread the +1 across multiple pages of a site?
