It limits a user to only view a landing page once, the 2nd+ requests to the page from the same user will redirect to a certain page

I believe it was PHP or js not sure,

can anyone help me out?

Who are you trying to hide the lander from? Regular users, or people snooping?

If from snoopers, you'll want to take some extra measures like logging the IP and serving up a 404 or 500, or some fake PHP errors, account suspended, etc. instead of redirecting somewhere.

I don't think he wants to "hide" his lander. Just redirect to a different page if the visitor didn't respond to the first lander.
