If your site is less than 2 years old, I recommend choosing a link wheel pg such as squidoo, hubpage etc and have that direct back to your main page. This will prevent the risk of your main site getting sandboxes or penalized by Google due to too many incoming links at one time.

Pros: Over delivered, 23k instead of 20k. Anchors were rotated properly. Delivered in time.

Cons: Some people might have a problem with a lot of the duplicate domains. I'd suggest scraping more forums to post to.
