I want to copy a landing page of a competitor of mine and run it on adwords to test his click through rates and some other data. Can I directly copy his page and use a different URL with different ads - will this run on adwords? Or will it trip some sort of automatic review process in Google that will prevent the ads from running?

You're wasting your time since you can't make the competitor stop running his ads to test the data. If you steal the ad copy, ctrs for both campaigns will fall & you'll never truly know what he's pulling in. You will, however, make a serious enemy in the process.
Besides, there is no "perfect" ad/lander that is the absolute best. Everyone innovates constantly, you should too.
