I got several emails like this over the past week or so. The last two came from H*ydra. Is anybody else seeing this and worried about it?

Are the CPA reductions retroactive? That's the only thing I would be concerned about. It's possible that the advertiser has reduced the "bounty" on the offer.
This happens all the time & for many different reasons. One of the biggest is FRAUD!
What you can do is research the offers your promoting & see if any other network is running them and what their payout is.
I don't think you need to be worried.
