designing a website for a dating affiliate

I've noticed some of these websites have pictures and profiles of members on the dating site. How do these affiliates design these websites with profiles and pictures of these members for every city? I want to do something similiar, I understand I can use geo-targetted profiles/images from my dating network, but if it's geo-targetted and somebody in a particular city wants to view profiles in another city wouldn't they end up seeing the same profiles in their city?

This is what I'm trying to do:

somebody searches: dating in texas

Then they click to my webpage, it has profiles and pictures of several members that are on my dating network. I want to do this for every city. Although I want anybody to be able to browse anybody's profile no matter what city they're in.

I don't know any php, just basic html, if this is something simple to do I might be able to figure it out. or do you think I would have to hire somebody to do this?

I don't know on other sites but with AFF geotargeted banners you can get profile pics from any city/region you want passing a variable to the script. So you can display geotargeted pics based on visitors's IP but you can also display pics from the region you page is for.
