sure why not. its not like they're going to buy all the archives of time magazine to see if its there.
If you're referring to the TIME Magazine quote you see frequently on Ringtones sites, it's not fake.
Oh yeah, fake made up quotes are great. Something like these
"New research just conducted concludes that Acai berry is the most effective diet solution on the planet."

"The bros of our frat had this hook up party with another sorority. I was worried that if I wasn't good enough, the girl would tell all her sisters. I've screwed like half of the girls at that sorority. This is TOTALLY SO AMAZING DUDE!"
