What is the best place to purchase a domain and also what are the best and cheapest places to go to get a site made for you.

Anyways I'm in a good mood; use Namecheap for domains, and since I don't think you know anything about coding go with devhub for design
 
^ agreed as far as NameCheap goes, and if you're desperate and think you can handle eight times as many graphics on one page as necessary, give GoDaddy a try. And check around the forum. I'm sure that you can find someone to do the coding for you for a discount. Or not.
 
I recommend NameCheap as well, primarily because you get WhoIS Privacy Protection with it, and you even have the option of getting an SSL Cert free the first year with a domain (probably not something you'll get into any time soon, but the option is there).

They're not the cheapest, but they're the best bangs for the buck in my opinion. (Anything cheaper than 6$ for a .com regular price is usually questionable)

Far as web design, if you can't afford to hire someone but still need hosting, one option is to use a hosting provider such as hostgator or similar that comes with Cpanel and Fantastico. Using Fantastico you can have it install Wordpress for you automatically (kind of a site/blog in a box, most of on this site use wordpress in some fashion), For the most part is pretty dummy-proof, there's hundreds of free themes, plugins and so forth for it. So would be a good way to start til you feel the need to get more complicated.
