If you had other active accounts and you used a voucher it would usually just place your account under review, and then close it.

Now Google's AdWords vouchers require a minimum spend, so it's not quite as cheap. However, this method can yield a great return without having to buy vouchers.

I have in mind to start this to collect some amount, and after that to invest some amount to build my new portfolio site.

At this time I would like to invest about 5-10$ into the method you described.
I would like to go with blogger blog and to buy a domain and to use with it.

What is your opinion about this, is it worth doing in this way?

I don't have any experience with adwords.

Remember, you'll be approaching actual companies and selling them leads. A Blogger Blog will not do.
On the internet, image is EVERYTHING. So make the site look like you know what you're doing. Then do some careful bidding on AdWords and sell the leads.

There are free hosting companies. Buy your domain and sign up to this: Free Hosting No Ads : Free web hosting without forced advertisement, PHP and MySql support

Either try it again today, or Google another.
 
The idea of approaching companies directly is a great idea. You can generate significantly higher revenues if you cut the middleman out.

I used to do it all the time before I started to run my own programs top to bottom.

Just make sure you have enough volume to get their interest is my only suggestion.
