I don't see why this is big news. Stealing is in the job description of every government employee, either directly or indirectly.

Slightly OT, I think that government theft (i.e., taxes) should be included in national crime statistics. Just because the government robs you doesn't make it any less of a crime. In fact, as Lysander Spooner once wrote, at least a highwayman doesn't ask you to bow down before him. Also, you usually only get robbed by a private criminal once. Not every day.
