Godaddy not working

Hi ,
I am trying to register some domains in Godaddy, but on checkout its giving error , my paypal is verified and active but when i go to pay through Paypal , it show me error which is the picture below , kindly help me what to do ?

Namecheap is costly from Godaddy .

domainpeople.com is a nice alternative to GoDaddy, same with moniker.com

I have also got an error when I try to pay with paypal on godaddy. I have mailed them .. Waiting for their answer
