I heard under Ryan Eagle's tiedye shirt, there's just another fist.

PR is your Page Rank. Every site has an exact PR value, and they're constantly shifting.
It's based on things like domain age, reputation, the number of links you've got, the amount of regular updating and dynamic content, traffic, etc etc etc... Seriously, the list just goes on.

You can get a rough approximation of a site's PR with certain plugins for FireFox, like SearchStatus.
 
Here is another silly question. What is Google pr? Is it important?

PR is Google's pagerank. A number between 0 and 10 that indicates a sites authority. It's semi-important.

Not the best indicator of quality, but when it comes to dropping links and asking for backlinks, the higher the PR, *usually* the better.

If you want to make it easy on yourself, download SEOQuake with Firefox. It has a built-in PR, Google/Yahoo/MSN index counter and a bunch of other goodies.
