Help! Do you know of a software program to rank articles submitted?

I would like to offer a contest of sorts for articles submitted that other surfer visit the site would use a star system to rank the top.

Something in PHP or something like that with auto submission and moderated responses.

Does anyone know of such a program to purchase ranking programs for articles submitted.

FYI, this is not in regards to page rank optimization for SEO.
