How do online phone unlocking services get their codes?

Been wondering this for a while. Where do they get them from?

It appears some of these providers are buying bulk from other providers but where do they get them from in the first place?

I thought of a couple things but I can't really find any info on this;

They call up network operators posing as someone who travels a lot etc and obtains the code that way. With a large volume or orders I can't see this happening, plus many of these places offer instant unlocking so this wouldn't really be possible.

They've figured out whatever algorithm is used to convert an IMEI to unlock code and using that. Could be why some of them between different operators? Did they find some leaked info/crack it?

I don't know if a handsets unlock code will always be same even if the IMEI is changed. Perhaps people are changing the IMEI on their own handset and the new unlock code is generated by the phone? (on a handset where unlocking and changing IMEI is easily possible). This couldn't really be done en masse unless you've got a room of Filipinos.
 


Mostly they can be generated from imei. Lol, I used to earn some $10 a pop for unlocking older generation nokias, 6020 etc, using a Java app in my phone that did just that. It's harder for newer phones though.
