How is it done?

I've seen these sites in financial/loan niches which are collecting customers details and are paid on forms completed.

Now, some of them does what is clear to me. They simply send a person to the website where the beautiful form is awaiting. Someone fills the form and affiliate gets his money. Simple.

But some of them have an option like "Sign up for 10 offers at one time". They have a massive form which collects all the details needed.

My question is... what they do with the data? Are they actually send this details to all companies they are affiliated with? Do they sell this data to anyone who gives the most (some kind of custom auction system). I don't see them selling data from one potential customer to all of them (or am I wrong?) because that would mean 9 of them would not get this customer. But if they actually get commision from 10 of them then how does it look technically? How is it done?

I know there was a thread about it but I couldn't find it.

Sorry if my question is stupid. I promote different types of offers but these things somehow interested me.

I think in marketing this is called syndicated services. Some companies sell data of their clients especially for market research.
