How Many Submits Does a Successful Campaign Get?

It's a newbish question I guess, but do any of the CPA vets or affiliate managers know how many leads a successful campaign gets? Say the average dogshit e-mail+zip submit. Not per affiliate, but per campaign overall? 1,000? 10,000? 100,000? Is there any rule of thumb where a line is drawn for "this campaign was a success" and "this fucking failed?" Just wondering; I have a deal I'm thinking of running through one of the CPA companies and just not sure how to price it out since I have no idea whatsoever what the companies actually turn over in total volume.

Yes, the latter ... and I realise that even that can be highly subjective and relative, but I'm just wondering what the baseline is. I mean, if a guy from COPEAC and a guy from NeverBlue were sitting in a bar talking shop, and one said to the other, "Jeez man, you wouldn't believe this campaign that bombed out last week. It's been running six weeks and has only generated _______ leads for the client" what would a number that made sense be? If he said eg. "30,000" would the other guy say, "Wow, that's really not that bad" or would he say "Holy shit, just 30k? My grandmother has 30k people in her bingo club she could have signed up, what a piece of shit that offer must have been."
