How to Change/Create WordPress Users Via CPanel (site hacked)

A few of my wordpress sites were hacked and had their main blog pages (in one case, every page) replaced with an anti-America/Israel/Europe, pro-Islam/Allah/Mohammed message (way to go for good pr).

My cPanel access is just fine, but I'm not sure how to change users from the file manager. I look at the .user.php file in wp-admin/includes/, but can't figure out how to run it from there. I can follow directions pretty well and understand the different moving parts, I just have very little experience with php outside of tracking code, and variables on WP themes.

Okay, got the access issue fixed. Except for one site, where every pages shows up as the defacement--even /wp-admin. Probably should count that one for lost but am not sure yet. If anybody's got any advice...

Do you have a recent backup of your files ?

What's the URL of the site?

do you take regular db backups ?
if so, just delete its web folder and install a fresh wp, point it to a clean db snapshot.
you might need to redo your theme,plugig if they are corrupted
