how to monetize breast (enhancement) traffic?

I looked into this vertical a while back, there were a few continuity offers but hard to find. Check Market Health.. I think one of them was called "Breast Actives". Send the traffic to the testimonial page discussing how Product #1 made her breasts larger, but then they started sagging -- so she used Product #2 to make them firmer.
You might want to consider drilling it down even deeper and determining which age group you are going to target. For example will you focus on single women in their early to mid 30's or older women (40 or older)?
how much traffic can you get ? If it's enoguh to get at least 50 leads a day on rebill offers let me know .
Smaller payouts than rebills, but you could recommend a supplement that's a straight buy (from an ecommerce supplement site). You could also look for special bras, and take the angle that "there's nothing wrong with your breasts, most of the time its your bra that's the problem" and play out this scenario. There might also be Spanx for lifting the boobs, so that's another straight buy that you could promote.

I do some shit in this space, however I do it on a hyper local level, and have deals directly with a bunch of surgeons. It was painful to organise, however, its now a breeze. One of those clickbank products caught my eye. I just had to both share + laugh: Hypnotic Breast Enlargement Programme: Breast Enlargement Hypnosis by Hypnotic Body and Ontario Hypnotherapy ...... hahaha

There are some good products at clickbank. Some of them promote similar but non-cb checkout pages in emails. Make sure you check out for that. The best strategy imo would be to promote a digital guide + build a list (give away some free ebook offered by some good vendor), and then email all sorts of physical products to your subscribers.

NO, some vendors give away free reports to affiliates to let them build a list. Its just another affiliate tool
but if you use the report, you must promote their program. Check out the affiliate sections, you will find a report especially for list building. Let me know if you can't find one.
