Nah, the driver had it setup in advance and knew exactly where he was going. I think I read somewhere over a year ago (this video is very old) that the chain link wasn't attached to the poles so he just drove right through it. The cops stopped without trying to go through it (obv).
 
Scott heard right, the chainlink isn't attached at the bottom so when he drove through it the fence swung up then came back down again. If you watch closely you can see it still coming down/moving
