I'm trying to get a site indexed & in the top ten in google &
I don't want to waste my time on sites that do not help get a
site ranked.

I know sites like digg,squidoo,hubpages are the major ones
which one would be the best to concentrate on.

Really, anything that gives you a sub-domain is fine. Akismet is a bitch when building links on over-spammed sites that give you sub-pages, you need juice so your "link wheel" actually has value.
