Sure, there's CPA offers on CJ too, but it's not their forte.

CJ and CPA networks are really apples and oranges.

Would it be reasonable to say that CJ is just not oriented toward paid (PPC) traffic? That most of those making money w CJ are getting their traffic organically?

Reading through the disallowed keyword lists, it almost seems like most CJ merchants don't even want PPC traffic or anyone bidding anything even remotely close to the keywords they're probably already bidding on in-house? (which would drive their own PPC costs up)

Not necessarily true. Most merchants don't want you to do branded bidding, and many do have retarded keyword policies - however, I've gotten many exclusive PPC deals over the years with brand-name merchants (including Yahoo's affiliate program) after showing my worth.

Talk to the affiliate manager after you've driven some legit traffic, make a business case, and take things from there. My experience with CJ has been solid with about $300,000 in revenue. Yes, their "network quality" department will ask questions if your traffic looks sketchy or appears to be cloaked - but that's how CJ works. Play by the rules, drive enough revenue to get a publisher rep @ CJ (all CJPs - $10k in commissions each month for a minimum of 3 months - get a direct rep, and I know they used to give reps to lower performing publishers as well), and stay in touch. It's definitely a different world than most CPA networks, but I'd work with CJ any day over ShareASale or LinkShare.
