I believe, siding with op, that the best course of action is indeed to lock up old
polling threads, becaus firmly it is getting out of hand, that bumps are making
the top of forum front page clogging with all of the polls, and is annoying.

There is a vBulletin setting that allows the poll vote bumps. The default is "No" on a fresh vBulletin install, so one of the admins here must have wanted it set to "Yes" at some point in the past.
