Having multiple adwords accounts is "easy"
Step 1. Open up an LLC and get 3 different bank accounts with a debit card, I use bank of america, wells fargo, and chase
Step 2. Open up 3
UPS mailboxes in 3 nearby cities
Step 3. Use those addresses as your billing address on your bank accounts. Enable "web only/email statements" so you don't have to go there every month.
Step 4. Buy 3 dedicated windows servers from 3 different providers, you can find plenty on

remote desktop tool and use it like a normal windows desktop.
Step 5. Login to each server and create a new adwords account that is dedicated to each server, and each credit card. As for the credit card names, if it's a visa/MC debit card you can use any name you want and it will still come back as valid. Visa/MC don't have AVS for the billing name yet so Google will never know it's fake.
Some rules:
1. As Geordie said, don't ever mix your accounts. If you have an account with google don't use it to login to youtube from your computer, and then to login to blogspot on dedicated server #1. Make a strict rule that each server will get it's own account, and that account can't be used on any other servers/computers, and no other accounts can be used on that server.
2. Wait a few days before you create your accounts and campaigns, the chances of 3 different advertisers signing up from Los angeles, Burbank, and Pasadena and promoting the same niches, with the same keywords, and the same budgets on the same day is very unlikely. I don't think google has anything to track stuff like this, but why risk it?
3. Change everything, from the landing page template and meta tags all the way to your sales page or affiliate link, google knows better than that.
