Its a fb artificial price floor. If you don't bid enough... they will just not give you impressions. Its that simple.
This statement is BS. I am running a very profitable campaign on FB without any keywords.

use Prosper202..and do this!
In the Affiliate Campaign Setup >> Add a Campaign >> Affiliate Url >> enter some generic site MSN.com or whatever
Remember to "Pause" the campaign in the facebook untill it is activated!
Go back to P202 and change the link in the "Affiliate Url" part to your aff link once Facebook approves your ad.
