15 years is a max sentence. He only got 16 weeks which was suspended so he doesnt have to serve it.
Yeah, you're only getting 15 years if you're a major underground arms dealer.
Also, he could have easily gotten a license for a shotgun - they're not hard to get licensed for at all, I know loads of people with them.

16 weeks suspended is basically no punishment. It's not like he has to have a tag or anything - just goes to jail for 3 months if he commits another moderately major crime in that time. There's a very fine line between someone who trys shooting a wart with a shotgun and someone who would shoot someone else with one.
