They're just playing politics. They knew it wasn't going to pass. Now they can submit something a little less draconian and give off the illusion of compromise.

My guess is they never expected the "assault weapon" ban to pass and were only looking for a national gun registry for future confiscations. Trying to confiscate guns after a school shooting would never work but when the shit hits the fan and there is civil unrest 90% of the sheep will go along with it.
I might be misunderstanding your point but I would think it the other way around to an extent. After a school shooting the bleeding hearts might be more likely to get rid of their guns for the children but in a situation of civil unrest be less likely when they need them to protect their families and property. However, dedicated supporters aren't likely giving up their guns either way.

I think most people will trust their government to have the guns more than their fellow neighbors when the unrest comes. It's a scary thought, but people have been conditioned so well now that they fear their neighbor more than they fear their government.
We saw a trial run of it in New Orleans after Katrina. The police went door to door confiscating weapons and despite some protests from legal gun owners the majority feeling of the population as a whole was "they're just doing it to keep us all safe".

The assault weapons aspect was a distraction. Now whatever they pass can look like a "compromise" between both sides and most people, even those who oppose gun control, will see it as a political victory.

You don't get it. The damage was done in those EO's. yes the ban was a distraction. 99% of the gun supporters thinks we won, nothing to worry about. The country has already forgotten those executive orders. 1 maybe 2 generations from now they won't need to ban guns. Doctors will be asking kids about guns in the home. Schools are going to "educate" the children about the evils of guns. They did the same with cigarettes. I graduated high school in the mid 90's, students could smoke in the building's designated areas. Now cigarettes are a dirty word. The only place people can smoke is their cars because they don't want anyone to know. Dirty smokers.
Democracy is a lot easier when people decide for the,selves that something is evil. After a generation or 2 of brainwashing people will gladly turn in their guns. Be afraid, be very afraid
