openx GEO Ip DB Issue

I can't for the life of me get the maxmind geoip city database I have to work with the latest version of openx. Does anyone have any experience with this? I specify the path to the db, and the targeting options will not show within my banner delivery options.

I'm using a plesk mediatemple server, any help would be greatly appreciated!

My team and I usually use these steps:

1. In OpenX page click on the arrow near the Default manager link on the top right and switch to Administrator account.
Click on the Configuration link.
Click on the Geotargeting Settings option.

2. Be sure that OpenX MaxMind (Flat file) option is selected and click on Save Changes.

3. Return to Default manager.

4. Open Inventory, select advertiser list -> campaign list -> banner list. Click on the Delivery link.
Click on the Add Delivery limitation box and choose Geo – Country option, then click on the Add button.
Select the country you want with "Is any of option" selected.
Select all your settings.
