Dude... you can get all kinds of cheap SEO work from Fiverr.com Try there first!
I would also stay away from skinme5.com as they appear to be employing forum spam tactics to get traffic to their site.
Check out the buy, sell, & trade section on here. There's many SEO services offered. Lots of good reviews must mean something. 
Yup check out all the BST sections, I prefer outsourcing all the seo work that I can, especially the easy stuff. Saves a lot of time and the labor is cheap if you choose to outsource to a different country.
However, be careful who you hire, make sure you read all the reviews, examine the portfolio, past projects, and previous employers.

Yeah check out fiverr first along with all the BST sections. Also you could screen applicants from freelancing sites such as odesk, freelancer, etc..
