PR rankings- at what point are sites too difficult to compete with?

In my niche my main competition consists of about five or six sites. None of those sites have higher PR than 3. I'm apt to think those are beatable rankings with not a ton of cash/effort, but I wanted to throw it at you guys here to see if you concur.

I'm sure there are obvious variables at play here, like strength of niche and things like that. But as a general rule, would you say any site with a PR 3 or worse is something a motivated SEO amateur can compete with?

As long as Google doesn't associate their brand with the keyword/keyphrase you are going for you're good. Anything else is fair game.

ex: You're not going to beat Apple for "ipad mini".
 
Always update your content regularly or make your website active. Make visible to everyone by linking to any kind of social medias, that way, there's a higher chance for you to beat your competitors.
 
Definitely don't place much emphasis on PR. Amount of content and backlinks are what's important. My main site's homepage is PR2, but you'd have a hell of an effort outranking me.
 
PR is not a big issue at all I see lot of keywords on which with PR0 site is above in ranking than PR 4 or above. So I suggest that you have to keep updating your site with quality content and use good SEO techniques. Soon you ll beat them up.
