Just placed an order for the $15 package to test it out.

I never saw an answer to this question:

Looks good. Is it the same article going on the PR5 homepage + Squidoo/wiki/or hubpages - and will it stay on the homepage?

The article will be published on the homepage but will eventually be pushed down. The good thing is we actually have a plugin to cycle through llinks to the different articles on the homepage, so the link to your post will randomly show up on the homepage.

I just ordered the second package, gave OP 3 anchors and they currently sit like so:

anchor1 - 18
anchor 2 - 21
anchor 3 - 18

Haven't done any link building to this site for quite some time so this should be a good isolated test. Will report back later with results.

The TAT is about 1 to 1 1/2 week. Better to have it spread out a little.
