I recently finished up some work with a developer on a VERY blackhat affiliate tool. It's an exclusive idea that has not been implemented in a public tool.
I decided that after finishing it and seeing exactly what can be done with it that I no longer want to sell it to the masses on ClickBank, as a significant amount of damage can be done with it.
The tool works like this: you enter in your CPA link to an e-mail submit or other offer that converts on 1st page submission. Then, the tool clones the site and gives you a ZIP file to upload to your host. You drive traffic to the copy of the offer page you just uploaded, and the tool does two things:
1) submits the form as usual, making the publisher's site trigger a commission, while spoofing the referrer using a self-created script to make it seem like the form was submitted from the original URL
2) dumps all of the data (including email...) submitted to a CSV.
So - you can transparently install this tool onto any e-mail submit / 1st page converting offer, and build your list while continuing to rake in CPA commissions.
This solves the whole issue of "not building your list" if you're in the CPA game...
