Proxy-Accepting CPM Network?

Hello all.

I run a web proxy that gets 2,000 unique visitors per day. However, I find monetization to be impossible because of a <1% CTR from AdSense. My question is...What is the best CPM network, in your experience, that will accept a web proxy?

I think most proxies are using Adversal from what I've seen.
