Yeah sure like everyone would want to buy accounts that have been activated with other peoples stolen information.

And before you start making up some random stuff people please read what Google says: What are Virtual Credit Cards? And how does Google process Virtual Credit Card Payments? - AdWords Help

Google clearly states here that they do allow VCC.

At the same time, most guys get banned or suspended in few days , because they think its just a matter of new vcc, new IP and clean cookies.

There is more work involved.

I taught a lot of my students how to make accounts with no VCC or cc and how to get free vouchers so that the total cost of making account is $0. And they are all happy.
