Hey all, I am already successful with PPC and now I also want to create some organic sites for the markets that I am successful in...

If possible I prefer to outsource everything, from article writing to link building.

What tools and services would you recommend for SEO?

How would you define "understanding SEO"? I did the 30 day challenge last year and learned the basics from that but from there I ran with PPC so I don't have much experience...

What questions should someone be able to answer to "understand SEO" in your book?

They should understand the ins and outs of no-follow, understand the passing of anchor text and how to vary it, sitewides vs. individual links, be able to gauge the risk of penalization/banning for each tactic, how to avoid dupe content in common CMS's like wordpress.
On the more advanced levels, I'd say siloing/"Pagerank sculpting" and Link Velocity are great pieces of knowledge also.

After those are understood, getting a good understanding of viral marketing, link bait, social news sites, etc are all great to get a bump in the SERPS.
If you have a good understanding of SEO already, I'd take a look at this How To Make the No-Follow A Blessing and Not a Curse: Advanced Internal SEO : Slightly Shady SEO
