I have asked him , payment will be giving after work. He was agreed , Time period for report was 21 days :) .I have send him details for 2 packages. Now Looks 100 % Fraud not replying for 3,4 days .

Mod should test service like bhw and new user payment should be given after work, if there genuine seller, he can offer himself payment after work to reputated members here .

There was paperboy, who has fraud me, he gave me 50 % off , i decided to give personal payment to save his fees :) . He was having 200+ post, i didnot checked he has made all in 1 month . I wasnot knowing we cannot open dispute when we give personal payment , and havent open dispute before that :)

PayPal always sides with the seller on intangible goods ^. So unless he admits that he's in the wrong and refunds everyone, nobody is going to see any of their money back. Even if he doesn't respond to the disputes/chargebacks, they still close in his favor since it's not a tangible good.

Glad I didn't get that review copy.

No I did not.

He made it as if he sent me a package in the mail or something. So paypal said I had no proof that did not deliver.

I saw I could appeal the case one more time so I did. Kind of doubt anything will come out of it though. Paypal doesn't seem to understand buying links and what the guy did.
