Simple photo technique without using photoshop

We see images like this on forums often and would like to try out the simplest way of doing this. The sample image is shown below (image picture varies, so ignore that):

So please let us know (if you know done this personally) the exact method of doing this with a black background and writing text without using photoshop.

If you don't like the online generators, you could make those in paint, or even in microsoft word. If you really want to, you could use HTML.
