The kid never got tasered. At least 4 cops with their hands on him while he's yelling "stop tasering me!" They would have been zapped, too. No excessive force, either. Just a typical arrest.
Every one of those officers has obviously forgotten everything they learned in the academy about control and compliance. Any one of them should have had the guy under complete control and out of the room in less than a minute. Unfortunately for them, they were trying to use brute force and he was resisting... and succeeding.
Then, stopping in the lobby and allowing him to spout to the camera was stupid, as well. Get control, gain compliance with as little force as is necessary, cuff him up, get him out of the room, out of the building, into a car and away from the scene as quickly and as quietly as possible.
I'm thinking whomever decided to arrest the guy was a little shakey on exactly why they were going to arrest him and didn't communicate well to the others what the plan was. The other officers that came in after the arrest started were just trying to go along with what someone else started and they all wound up looking foolish.
I'm afraid the kid will get a lot more glory out of it than the cops ever will. That was his plan, afterall, wasn't it? The cops just wound up looking silly. I'd recommend some refresher training.
