Russia's power crests when the price of oil is really high. There was a recent analysis in the economist magazine about the correlation between russian foreign policy aggressiveness and the price of oil.
Fortunately, both Bush and Putin will be gone soon. Not sure about the new Russian pm and possible future president, but I hope the next American leader won't see it in their best interests to get into a new arms race.
