You can do it manually, or with Tweet Adder or whatever. Otherwise the fact that new, empty and boring account suddenly gets hundreds of followers without following people, will evoke big suspicions from twitter.
So, for rather new accounts we're constantly checking whether you start following people. If not, we stop our following until you start yours. Because we can't jeopardize all our accounts!

- We check all of them on existence daily.
- And they follow you distributed uniformly with time, and all from different IPs!
