This seems like a damn hard offer to promote. It'd be great if you had a lot of international traffic. Anyone have any unique ideas for promoting this?

All I could think of is landing page like usual. And maybe promotion via yahoo! answers, since they tend to have a lot of international traffic. And possibly gumtree.com (london based classifieds).
